Morocco’s Ministry of Investment, Convergence, and Evaluation of Public Policies has announced significant progress in its flagship Chbika green hydrogen project.
During its sixth monitoring committee meeting, held last week, the Ministry confirmed that it is securing critical land rights required to develop the large-scale renewable hydrogen facility.
The Chbika green hydrogen project is being developed through an international consortium comprising TotalEnergies (France), Copenhagen Infrastructure Partners (CIP, Denmark), and A.P. Moller Capital (Denmark). These partners bring world-leading expertise in utility-scale renewables development, hydrogen technologies, and sustainable infrastructure investment.
Strategic location in Tan-Tan region
The project is located near Chbika in the Tan-Tan province, part of Morocco’s Guelmim-Oued Noun region. This area is characterised by:
- High solar irradiation with direct normal irradiance (DNI) levels averaging over 2,100 kWh/m² annually, ideal for large-scale photovoltaic (PV) and concentrated solar power (CSP) installations.
- Consistent onshore wind resources exceeding average speeds of 8-9 m/s along the Atlantic coastline, enabling stable and predictable renewable power generation.
The combination of strong wind and solar availability ensures high electrolyser utilisation rates essential for cost-competitive green hydrogen and ammonia production.
Morocco’s hydrogen ambitions
The Ministry emphasised that securing land rights for Chbika is a milestone towards Morocco’s National Hydrogen Roadmap goals, which target multi-gigawatt-scale green hydrogen and ammonia production capacity by 2030 to:
- Decarbonise domestic industries such as fertilisers, refining, and chemicals
- Export green hydrogen and ammonia to Europe to support EU decarbonisation targets and strengthen Morocco’s economic resilience
The sixth monitoring committee meeting reviewed progress on:
- Technical feasibility and concept studies
- Environmental and social impact assessments
- Regulatory and permitting pathways
- Land acquisition negotiations with local authorities and communities

Government commitment
The Moroccan government highlighted that inter-ministerial coordination remains essential to accelerate hydrogen development, citing streamlined permitting and land access as vital enablers for foreign direct investment (FDI) and long-term energy export revenues.
The Chbika green hydrogen project will continue preparatory work over the coming year, including detailed engineering, environmental permitting, and commercial offtake negotiations with European industrial buyers seeking to decarbonise their operations.
